Become District Governor

The District Governor is the Chief Executive Officer of the District, responsible for conducting all of its business, supporting clubs, and representing Rotary International across Riverside and San Bernardino Counties. The Governor-Nominee is selected roughly two years before taking office, through a formal nominating process run by the District Nominating Committee.

This page summarizes that process so any qualified Rotarian — and any club wishing to put one forward — knows how it works and how to take part.

How a Rotarian is nominated

The Nominating Committee annually calls for nominations for the office of District Governor and conducts the selection. A club that wishes to nominate one of its members follows these steps:

1 Call for Nominations (on or before July 1). The Chair of the Nominating Committee sends a written Call for Nominations to all District 5330 clubs.
2 Club resolution (due by August 1). A club wishing to put forward one of its members files a resolution with the Chair — adopted at a regular club meeting — naming the candidate and certifying that they meet the qualifications for District Governor set out in Rotary International Bylaws Article XV (Sections 15.070–15.080) and the RI Manual of Procedure. Nominations are due back to the Chair no later than August 1.
3 Committee review & interview (October). The committee meets to interview candidates and select the Governor-Nominee Designate. Members receive each candidate’s name, club, classification, and Rotary background at least seven days beforehand. The committee is not limited to names submitted by clubs — it may nominate the best-qualified Rotarian available to serve.
4 Announcement (within 72 hours). Once selected, the nominee’s name, club, and a statement of qualifications are emailed to all club presidents, along with a deadline for any challenges.

3 Past District Governors

Chosen by drawing — residing in the District, in good standing in a District club, and active by attending significant district events or chairing district committees, Avenues of Service, or other district events for the past three years

Executive Assistant Governor

The Executive Assistant Governor (EAG)

5 Assistant Governors

Selected by the EAG from the four main regions of the District and voted on by the Governor line

3 Past Club Presidents

Drawn from a list of Governor’s Citation winners from the prior year

The District Governor may also invite past Governors of Districts other than District 5330 to serve on the committee, provided they reside within the District, are members in good standing of a club within the District, and are active within the District as defined above.

The District Governor may appoint a Past District Governor as Chair, and appoints a member of the committee to serve as Secretary.

A simple majority forms a quorum, and selection requires a majority vote of those present. The committee also names an available Past District Governor — proposed by the Governor-Elect — to serve as Vice Governor, who steps in if the Governor is temporarily or permanently unable to serve.

The Nominating Committee also conducts the call for nominations and selection of the Representative on the Council on Legislation, when appropriate.

Challenging candidates

A club may propose a challenging candidate for Governor-Nominee, but only if it had previously suggested that candidate to the Nominating Committee. The challenge must be made by a club resolution filed with the Governor within 14 days of the selection notice. A valid challenge requires concurrence by either 10 other clubs or 20% of eligible clubs (whichever is higher); if it stands, the candidates are voted on by club ballot or at the District Conference.

Once you are Governor-Nominee

The Governor-Nominee begins preparing for the role — fostering continuity with past, current, and incoming district leaders, analyzing the district’s strengths and weaknesses, reviewing the club and district framework, and taking part in district committees and meetings. The Nominee also selects the site for the District Conference of their governor year. Attendance at GNATS, GETS, and the Rotary International Assembly is mandatory.
